Red/Orange/Purple/Dark Red figures = criminals. Shoot them.
Green figures with ! = civilians. NEVER shoot.
Blue figures with ★ = VIPs. Protect them.
Heavy armored figures = Bodyguards. They protect bosses.
Criminals duck behind cover — shoot when they're exposed.
